Is successful bail the only route to leaving detention?

There are other ways.  The detainee's legal representative or the detainee can make an application for Temporary Admission.  If successful the UKBA will usually release the detainee with conditions,  such as a requirement to live at a particular address and report to the Home Office on a particular date. 

The legal representative can also make an application to the  Chief Immigration Officer for bail (CIO bail).   Normally this will require two sureties who are able to put forward significant sums of money  between £3,000 and £5,000 each).  There is no court hearing for CIO bail, and the decision on whether or not to grant bail is made by the CIO in his/her office.  

Legal representatives can apply to the High Court for a judicial review of the government’s decision to detain or to ask the court to issue a writ of Habeas Corpus to end a person’s detention'.  For more information on these remedies see the BID handbook `How to Get out of Detention’ and the BID/ILPA publication ‘Challenging Immigration Detention: Best Practice Guide’’.
